What counts as a liquid

Security treats anything pourable, spreadable or sprayable as a liquid: creams, lotions, toothpaste, deodorant sticks in gel form, mascara, sunscreen, hair gel, aerosols, perfume, peanut butter, honey, yogurt, soup and sheet-mask serum. Powders, solid deodorant sticks, lipstick, solid soap bars and shampoo bars are not liquids and are unrestricted in carry-on.

Medication, baby formula and other exceptions

Prescription and essential liquid medication, baby formula, breast milk and juice for infants are exempt from the 100 ml limit in reasonable quantities. Declare them at the checkpoint, keep them separate from your liquids bag, and carry documentation for prescriptions where possible. Duty-free liquids bought after security are allowed if they stay in a sealed tamper-evident bag.

Are creams considered liquids by TSA?

Yes. Creams, lotions, pastes, gels and aerosols are all treated as liquids and must be in containers of 100 ml or less inside your quart-size bag.

What size bag do I need for liquids at the airport?

One transparent resealable bag of about one quart or one litre, roughly 20 x 20 cm. One bag per passenger.

What happens if my liquid is over the limit?

It is confiscated, even if the bottle is half empty, because the rule is based on the printed container size. Decant into a 100 ml travel bottle or move the item to checked baggage.
